Annually, a portion of tobacco tax revenue collected by the state is distributed to counties based on their annual live birth rate. First 5 Riverside, the Riverside County Children & Families Commission, awards funds to organizations, specific projects and providers that provide programs or services  that fit with the Commission's strategic plan to support Riverside County children 0 through 5 years of age. 

Funds are applied for and distributed through a Request for Proposal process where proposals are sought from the community targeting areas the Commission has determined meets the goals and objectives outlined in its Strategic Plan. These funds are intended to enhance existing services for children and may not supplant existing resources or create service duplication. As part of a results-based accountability system, First 5 Riverside collects data from agencies monthly to evaluate targets and demonstrate results achieved.

First 5 Riverside's vision is that all children in Riverside County are healthy and thrive in supportive, nurturing and loving environments, and enter school ready to learn and embrace lifelong learning.


First 5 Riverside invests in partnerships that deliver results in these areas: physical health, social-emotional health, cognitive development, a stable home environment, and schools that are prepared to nourish the development of entering kindergarteners.
