First 5 Riverside County aims to invest in efforts that will have the most effective and positive impact on children and our community. Annually, a portion of tobacco tax revenue collected by the state is distributed to the respective counties based on their annual live birth rate. In turn, First 5 Riverside County, the Riverside County Children & Families Commission, awards funds to organizations, specific projects and providers that facilitate programs or services that fit with the Commission’s strategic plan to support Riverside County children 0 through 5 years of age.

Request for Proposal / Request for Qualifications
Funds are applied for and distributed through a Request for Proposal/Request for Qualifications process where proposals are sought from the community targeting areas the Commission has determined meets the goals and objectives outlined in its Strategic Plan. If your organization is interested in applying, we accept applications during our announced funding opportunities.
Event Sponsorships
First 5 Riverside County provides sponsorships to help support community outreach/educational events and efforts that connect families with resources for children, 0 through 5 years of age. Funds are applied for and distributed through procurement processes (RFP, RFA, RFQ) facilitated by the Riverside County Purchasing Department. These funds are intended to enhance existing services for children and may not supplant existing resources or create service duplication. Any grievances should be submitted by following the protest procedures.
