Mission
Riverside County’s Family Resource Centers support the Vision and Mission of First 5 Riverside County, in partnership with Riverside County Department of Public Social Services (DPSS) Children's Services Division and community and county service providers by strengthening children, families and communities in Riverside County through offering comprehensive services.
History and Purpose
In the spring of 2001, the Department of Public Social Services, Children's Services Division, initiated a Family Resource Center (FRC) Program. The five FRCs function as a hub for community services designed to improve family life, particularly for overburdened or disadvantaged families and children. The FRCs focus on four practice methods: Civic Engagement, Community Building, Growth and Development, and Well-Being Services. FRCs provide services and supports to families of all background and people of all ages.
On October 2, 2019, Governor Newsom approved SB 436, formalizing FRCs as key to the delivery of a network of services that operate from a strengthening-families, family-centered approach within the community. In addition, this bill outlines the importance of engaging organizations that demonstrate connection to a locally defined system of care, including First 5 county commissions. This provides the foundation to elevate the important role FRCs play in strengthening families and preventing child abuse.
On July 1, 2020, First 5 Riverside County and the Department of Public Social Services formally partnered to build upon and connect the current work and investments of these agencies to create a more robust continuum of care system that has greater countywide impact by addressing the diverse and unique needs of all families in Riverside County through expanded investments and collaboration with community partners.
